Does anybody know about "Shipper's Associations" outside US?

A Shipper's Association aggregates maritime freight volumes of more companies (shippers) to get favourable direct deals with Shipping Companies, avoiding Freight Forwarders intermediations and market prices fluctuations. Normal practice in US, I'm trying to find examples especially in Europe.
