What qualifications do you look for in staff?

As a recruiter one question I get asked a lot by more up and coming procurement professionals is "what certificates, qualifications or further studies can I do to better my chances?" - So i put it back to the community, are there more well recognised courses that you all recommend? E.G CIPS?
