The Victorian Government Purchasing Board (VGPB) is an independent statutory authority established under the Financial Management Act, 1994. The Board's mission is to create a policy framework which achieves value for money in Victorian Government procurement, while maintaining the highest standards of probity, minimising risk and maximising opportunities for local businesses. The VGPB Secretariat supports the Board to achieve this mission. The VGPB Secretariat's core functions include: - assisting the Board in it oversight of major government procurement activities; - managing complaints made to the Board; - monitoring compliance with Board policies and ensuring the directions of the Board are communicated to departments and agencies; - coordinating the Annual Supply Report from departments leading to the production of the VGPB Annual Report to Parliament; - responding to queries posted on the VGPB website from suppliers, departments, the outer budget sector and the general public; - maintaining the VGPB website ; - managing the gazettal of policy changes or other notices given by the Board; and - managing the appointment of members to the Board.

The Program Manager, Victorian Industry Participation Policy (VIPP) supports the day to day operations of the VIPP and provides advice and support on construction sector industry development policy. Through its Local Jobs First - Victorian Industry Participation Policy (VIPP), the Victorian Government is committed to improving opportunities for local suppliers to create more new jobs and grow the economy. VIPP ensures that small and medium size enterprises (SMEs) are given a full and fair opportunity to compete for government contracts, such as hospitals, schools and road projects, while still achieving value for money. VIPP requires government departments and agencies to consider competitive local suppliers, including SMEs, when awarding contracts valued at: •$1 million or more in regional Victoria, or •$3 million or more in metropolitan Melbourne or for state-wide activities The VIPP gives particular attention to Strategic Projects, which are government procurements valued at $50 million or more or as otherwise agreed as strategic by government. These projects have minimum local content requirements and other conditions determined on a case-by-case basis by government, so as to maximise local business and job opportunities.
